Make sensors with no device under "null' project for get-all-sensors endpoint #353

For get-all-sensors endpoint, any sensors that have no deviceId, put them under a seperate project for visualization sake. This is to comply with our plans of deleting a device

This has been changed to put them under the project with projectId = -1
