Create the economy system

The economy is a fundamental part of the Akaei experience. Most of the main commands utilize it in some way, and it even crosses over into other categories like experience and pets. This is why it needs to be the highest priority for the rewrite. Having the system in place will make certain commands in other categories much easier to develop and test.
