DRAFT: Settings menu

Adds draft settings sidebar model with options, filters and info tabs applied to table view results pages. Although clean up is needed, all table view filters are functional and return filtered results.

Update This now has preliminary implementation on all existing DB view pages.

There are known, todos/bug fixes/refinements etc. however recently I've been running into an error I don't think is related to the work on this feature, but I'm keeping an open mind... :thinking:

Still todo items include:

• finalize implementation on all bd views (& handling for language specific cases)
• target collection filter (graph view)
• options functionality
• add info panel data (from current site popups)
• i18n (labels etc.)
• general refining & clean-up

This looks a very good. One remarks from my side:

• Handly of long filenames in the dropdown selectors of the filters (include/exclude collections etc.) is not ideal, resulting in overlapping items. It might be preferable to use an arrangement similar to how it is done in the old frontend

Hey @TrebuhD, yes, this was deliberate. It got overly stale as work on the sidebar continued. I had hoped to open a new PR shortly after, but it's taken a bit longer than hoped to solve some things. :crossed_fingers: tomorrow.
