[Bug] Budgie-Menu scrollbar not scrolling #519

Description

Sometimes budige-menu's scrollbar just stops accepting input. I found this when I was looking at menu entries to delete when clearing space on my system. Definitely slowed the process down lol

Budgie version

10.8.2

Operating System

Solus 4.5 Resilience

Steps to reproduce the issue

  1. Windows key
  2. Drag the scrollbar
  3. Repeat the process
  4. Observe not being able to drag the bar

Actual result

Expected result

A bar that scrolls every single time without issue.

I can't get this to happen on my system on Solus with either the Catppuccin, Materia, or built-in theme.

Hmm interesting 🤔 I also thought it was a theme issue which is why I switched to the built-in theme to test it. But alas it still happens.

Also, I thought the left panel was a cause but having the panel on top and bottom produces the same results for me.
