Description

As soon as the budget has been exceeded, this should be displayed in red to make this clear. In addition, the bar should then be filled and not just a fraction of it, as is currently the case.

Acceptance criteria

[x] Progress bar is displayed in a "softer" red, which appears less aggressive
[x] The progress bar is displayed as "full" if the budget is exhausted.
