Migration documentation + caching fix #13942

Description

Couple of minor improvements/fixes for the app migration and UI for self host migration:

  1. Adding the correct migration link to the self host migration screen
  2. Adding a link to the app migration screen to documentation about it
  3. Adding a minimum time so that users can see what is happening during the migration
  4. Fixing an issue where the migration version that was cached was never returned 🙈
