Confusion relating to Cloud Free-tier and Can Edit role when inviting users #14446

Describe the bug I'm not sure if I should or shouldn't have access to the Can edit role on free-tier.

To Reproduce Steps to reproduce the behavior:

  1. Add an app user - see that you cannot set their Access to Can edit because it's locked behind the Business tier. Is this correct?
  2. Invite a user, see that you can set their access to Can edit.

Expected behavior This should be consistent one way or the other.

Additional context The user invite appears to have been sent successfully, I will update this post when I find out if they were able to accept the invite and if their access is indeed Account admin (Can edit).
