Error retrieving license key when upgrading plan for new users #15068

Steps to reproduce:

  1. Create a new user and create the first app
  2. Go to account and upgrade the plan to premium Expected: Taken to the check out page Actual: Error message appears with "There was a problem retrieving license key"
