[BUDI-6668] Refresh data provider does not include blocks

Describe the problem I have to eject my repeater block because I cannot select it from the Data provider dropdown in the Refresh data provider action.

Expected behavior Refresh data provider should include blocks so that you do not have to eject them needlessly.
