bots favor a rotating skill #111

I imagine that a bot may have one skill that is in high demand and all new issues have that one skill.

For this to show up in the metrics, old issues need to be closed first. It may take several days for this to happen.

WILL NOT FIX! no, don't like this feature.

It adds another variable in the experiment and complicates matters. Solution: don't display skills in project dashboard
