./exercise/Base/lib/trial_settings.rb is a script that loads setting files and makes them available throughout the webapp with the global variable TS.

TS allow for settings to be distributed across files and combines them.

Currently, we have many different settings distributed throughout, they should all be combined to one folder location and loaded by the trail_settings.rb class into TS.

Settings I can think of that need to move:

time to complete task (with and without skill) -- not yet a settings file
nightly script settings (time until next day
new issues (should probably be changable from into the interface of the researcher)
