Fund and approve workflow

Description:

Went with 2nd approach for now mentioned in https://github.com/BuidlGuidl/grants.buidlguidl.com/issues/55#issue-2163753847

Steps to test:

• Update some of seed.json grants to "proposed" and some to "submitted" (then run: yarn seed --reset )
• Switch 0th scaffold.config.ts targetNetwork to hardhat (We will be needing this to grab funds and send ETH)
• Grab funds from faucet, and checkout workflow on /admin page
  • Clicks on "Send 50%" once successful, Approved modal is popped up with txn link
  • Clicks directly on Approve and manually enters txn hash
  • Above is same applied for marking grant "completed"

TODO(maybe in separate PR):

• Maybe add chainId to grants schema, also mention it while signing message
• Make txn with contract instead of just normal ETH transfer txn

Pushed a tiny tweak.

Let's add the ToDo to an issue so we don't forget. You can add ERC20 support to the issue too (no need to worry about this now, but something to consider)
