Add more incentive to run "proposed nodes" #496

When nodes in top 150 are slashed, 'proposed' nodes remain 'proposed' in the tomomaster ui, when they should be identified as Masternodes during this period.

This would help increase incentive towards masternodes that are up and operating and away from nodes that are slashed.

The suggestion will create more incentive for bad guys (who is running a proposed node) to DDOS a masternode. So we can not implement by this way.

I propose that we can give some reward for top10 proposed node to make more incentive to maintain the proposed nodes.

one thing ( no idea if a good idea or not ) But it could be a thought to give rewards for the amount deposited to run the node (the 50k vote). It could be a way to offer some incentive to keep running despite not receiving the rewards for the rest of their votes, or the masternode infrastructure reward.

And as you mentioned it could be for the top n proposed nodes.
