Bare bone structure for this is done and commited with commit https://github.com/BuildTheEarth/web/commit/5e0421fb474e18ea5b6b20557fea647440ccc847, does not include a management dashboard of any sort

Data from commit 5e0421f (see above) was removed and replaced with https://github.com/BuildTheEarth/web/commit/54efcde4c5bacc965b0d8817c061d9cfadfe1b8c and https://github.com/BuildTheEarth/web/commit/5d0b974ed96ed7c15420b6305f5c9360ba4acf3d . This also fully finishes this feature. Feature is ready to be used by PR
