Statbank Tool - Filter response for Dublin data only #574

Call to SAPI returns all data which can be quite large. See if we can encode a query and/or filter on our server

Advanced Queries don't seem to be possible- get Olly to investigate?

My understanding is JSON-Stat is served as a multidimensional table. Based on my work with the CSO data in Python using jsonstat.py my understanding is that you have to download the whole table and manipulate it locally, whether on a server or in the client. According to the site StatBank tables with over 150,000 data points are not available in the StatBank API e.g. TDM04: https://statbank.cso.ie/webserviceclient/ I've emailed the CSO to find out if there is a corresponding list of the tables that 'are available'.
