Setup this repo to contribute to BCL2 when release is made #22

It seems like Issue #21 should probably be done first.

Some minor restructuring would also be needed for this repo to be an extension gem similar to NREL hosted measure repositories. https://github.com/NREL/openstudio-extension-gem
