Initial Costs of Measure #39

STD 211 6.2.5.1 states

EEM Cost Estimate Reporting For each practical measure, the energy audit report shall include built-up cost estimates and assumptions made in developing the measure cost estimates, reflecting the applicable factors listed in Section 5.4.8.1 (summarized below) a. Material costs b. Labor costs c. Design fees d. Construction management e. Site-specific installation factors f. Permits g. Temporary services h. Testing, adjusting, and balancing i. Utility service upgrades j. Commissioning k. Taxes l. Profit m. Any additional adjustments that significantly impact the cost estimate of the EEM

The majority of these factors we assume will be 'rolled up' into auc:PackageOfMeasures/auc:PackageFirstCost and we WILL NOT be breaking these costs out at this point in time. Does it make sense that we need to break all of these out into individual cost categories?

The other thing we've basically defined is that the majority of the costing / savings information will not be captured in each measure...actually, all of this stuff is pretty much captured under the PackageOfMeasures element. Does this seem correct?

If so, maybe we want to re-think how we organize 'costs' and 'savings':

Note: the section of the standard quoted above seems to be talking about measure costs (not package cost). Re measures, we already have:
