So, in going through my example tonight, I discovered that our use cases for L1 and L2 audits don't require a current building modeled scenario, they actually require pointing back to the current building measured scenario. My thoughts on this:
For an L1 audit, we don't require detailed consumption / savings information to be provided within the scenario, we only need to suffice the requirements of the SimpleImpactAnalysis element (high/med/low estimates). Therefore, for L1, I think it is OK that we only require a current building measured scenario, and require that all POM scenarios point back to it (i.e. ReferenceCase) (which is what our current schematron achieves).
For an L2 audit, however, since we are looking for detailed consumption / savings information, I think we should require a current building modeled scenario (in addition to the measured), BUT all POM scenarios should point to the modeled scenario via ReferenceCase
