Create an XSLT which can take a v3.0 file and create a v2.4 file.
We have not released 2.4, but it should include the same features / additions as 3.0 so that's what we should map to. Maybe first verify we have added features since our last release (2.3), if we haven't changed the schema then maybe we should translate to 2.3
