Notes:
1) problem occurs with two different builds on two different platforms
2) input file is processed OK by another implementation (cabextract)
3) #1 and #2 suggest that underlying issue is probably a bug in source code
4) I'm uncertain about distribution terms of input file, so I describe how to
obtain and verify it (sha1) in post linked above
