Migrated tests projects from .NEt Core 2.2 to .NET Core 3.1
Upgraded nuget packages
Cleaned up autogenerated SpecFlow .feature.cs files
Upgraded VS image in CI from VS2017 to VS2019

This PR should be updated after https://github.com/BullOak/BullOak/pull/144 is merged to use latest BullOak.Repositories package (DONE)
