This presents an interesting question: Can votes be disabled in the clan recruitment forum altogether? Can't imagine any good coming of letting people downvote an entire clan.

i think the number of upvotes matters. more people willing to upvote it, the more active members you have. My clan generally gets more upvotes than every other clan out there, and that is with the stupid amount of downvotes we get.
Currently it's this: "upvotes": 87, "downvotes": 24,
Why would a clan get 24 downvotes? It's got to be other clans being pricks.
My other quarum is that the mods do an absolutely terrible job of moderating the clan recruitment sections. People have literally spammed the living crap out of the forums and the mods have done nothing. I posted a complaint on the forums and I was told to report them using the link on the page, which is something I already did without getting results.
Other people hijack my recruitment posts and post their own in the replies. The recruitment forums are a complete mess and no one is doing anything about it.
Oy, yeah the forums are another beast entirely. I can totally understand the frustration you're experiencing there. That's a... larger/different issue from the API, but one I'd love to find a solution to as well. But it won't be one that we'll be able to tackle as part of the Destiny API work at least.
I need to give this one some thought. I can understand your desire to have this information, but while it would help you to automate encouraging your teammates to upvote your posts, it also would be useful to help - say - trolls automate trolling the forums, which is already a bad problem as it is and not one I'd want to heap another tool onto the pile in favor of. For now, my gut is that I'd rather see if we can address these overall problems in the forums instead of providing upvote information (that could be used for good or ill purposes, in a world where it currently feels like a lot of people lean toward ill uses).
I would rather address the actual problem too, but I guess I've completely lost faith in the forum team's willingness to fix it. From my perspective, it seems like they don't do anything or care at all.

Yes, I can report it and it goes off my screen, but that's the exact opposite of what I want. It needs to disappear from everyone's screen. They need a formal warning about it. This is incredibly disrespectful and repeat offenders should be banned from posting on the recruitment boards. I don't see how anyone would see this as acceptable, yet people keep hijacking my threads and the mods don't do anything about it.
What would I need to do to become a moderator there? That is a good short term fix for the problem, but not a long term one. I'm incredibly busy managing 7 clans atm, but it'd be really nice to be able to fix stuff like this when I see it. I think I've proven I'm an upstanding member of the community.
Ah, unfortunately I don't have much visibility into the mechanisms and management of moderators themselves. I will ask around and see if I can find out more.

And just an FYI, I tried getting in touch with the clan leader for the latest hijacking of my post. He blocked me extremely fast on discord... he decided to respond
If you look at this guys posting history, this is just what he does. It wasn't an accident. People in my clan have been reporting this, but nothing has been done. I guarantee you all the clans that he's hijacking recruitment posts from are reporting it, yet all of his posts are still visible. This is the kind of person that needs to be banned from the forums.

They seem to have their own process, and it's a bit opaque/unknown to me. I think what'll end up happening is that if they decide they want you as a mod, they'll contact you: but otherwise you likely won't end up hearing from them.
Hmm, try hitting up the #help forums about this guy, send them that profile link. You may have more luck there! I can't be of much help on that regard, I don't have access to any banning privileges or anything like that. Just API stuff!

Aye, sorry that this has been a bad experience. :( I know it probably doesn't help, but I do think the real problem ultimately comes back to us needing to find a way to make the forums less toxic in general, in some systemic way: I feel bad for those moderators, because they're overwhelmed with asks from all directions.
I will fully admit that I don't know what a systemic fix for that problem looks like, nor when we'd actually have time to implement it if we could find a systemic solution. :( It's a tough spot.
