Getting rid of py2 is a definite todo for us. In the process we've already rewritten many utilities. Some remain. Thanks for starting this; we'll successively incorporate your changes into a new release. We plan pushing the new versions of utilities continuously without waiting for any new major Debian release.

Updated version of bl-xdg-autostart confirmed to run correctly on BL Lithium system with python3 dependencies installed.
