Shared rubocop config #63

This extracts a shared rubocop config that we can use across projects. It was based off the config we have in Infirmary.

Out of curiosity, is there any particular reason not to go with standard over a custom rubocop config?

My current intention is to get our 3+ rubocop configs into a centralized place. If the team wants to potentially move to standard I think it's worth discussing separately.

Should we add comments to the READMEs?
