Limit number of participants #189

Make it so that only a limited number of people can sign up to an event.

Admins/Prefects should be able to bypass this.

This should be nullable and default to null - the expected behaviour here is that any number of people can sign up.

lol this got some progress with events locking. happy to close this for now
