Allow building cancelling to allow "extractor trick" for zerg #15

Hi, great job with the build planner! Absolutely loving it.

Is it possible to implement cancelling a structure while building? For instance, cancelling an extractor at 14 supply to get the drone back and have 15/14 supply.
