User rights management, e.g.Read Only access from interface

would it be possible to create a new user called helpdesk that will only be 
able to view and query db's? (i.e: this user will not see 
import/empty/drop/rename tabs etc..) )while the admin one remains capable of 
the normal full operations?

Of course this is would be possible to implement, but is not implemented so far.

So what you request is a way to configure multiple users and different rights 
for such users. I think this is really a feature we should implement.

Something like this was also already on the (deprecated) Roadmap in the wiki:
* Multiple user accounts.
* The ability to specify which users can access which databases
