feat: add cities of the province of Albacete #79

I did some progress with my crawler - it creates JSON file with names an flags/coat of arms quickly. But still has to be processed manually. I haven't figured automation out yet.

In the province of Albacete there are several cities without flags and even without coat of arms on Spanish Wiki, so those I left with null values for now.
