Rename public package and repo

• [x] Rename the Git repo (I think only @ByrumLab can do this). It looks like renaming things shouldn't affect all our personal forks (the old URLs with the old name should still work), but we may want to update the URLs in our personal forks for consistency (see here: https://docs.github.com/en/repositories/creating-and-managing-repositories/renaming-a-repository).
• [x] Rename everything with the repo (I @tjthurman can do this, but I want to do it after the repo gets renamed in case that messes with the Git syncing, even though it seems like it shouldn't).

Related to this, we could make this repo (the public version of the package) no longer private on GitHub. It would make work on the internal UAMS package easier.
