PDF documentation is not generated #40

In the Oolite build process, in the common-steps job the pdf documentation is generated. While not necessary for building and running Oolite, it would be necessary for distrubution.

If we want caching to be successful, we need to enable crossOS caching, as the recipe to build the PDFs works on the Ubuntu runners. However, checking out Oolite on Windows and Ubuntu have different line endings by default, which affects the hashFile of the documentation folders...
