Run workflow if Oolite repository is updated #65

This workflow could be a scheduled by cron, and would have a job that checks to see if the Oolite repository has been updated in the last 24 hours. It would then run the main build workflow only if the Oolite repository has been updated.

The main build workflow would need to be set to run on workflow_call.

This would just be testing building Oolite, and not the repository. Therefore https://github.com/Bzomak/oolite-msys2/labels/blocked by #67
