Add MACAW tests to the Action

Run the MACAW tests along with MEMOTE with every push/pull request.

• [x] Figure out how to install/run MACAW locally on one of Devlin's example GEMs

1st step: Get MACAW installed and running locally

• I made a conda enviornment ("macaw"), where all installed was python (=3) and the requirements.txt file
• I tried running MACAW on one of the models that Devlin included in the repo
• Looks like a pretty simple problem- but I opened an issue and will let Devlin address it

Devlin resolved that error, but there are still a few issues running it on E. coli:

• It isn't running the redox duplicates test
• It isn't actually adding anything to the pandas data frame

Now, I need to test how to import the package when not in the same folder, since the repo is not structured as a package.

Got it running on the action, the few things that are less than ideal are:

• It is installing from a branch (package-structure) of my fork of macaw. Ideally, I will merge my changes in, and could install from the main GitHub, or even better have it on PyPi so you can actually pip install it.
• I have not set up the python package correctly, to install the dependencies, so I had to add a few pip installs to the action. Once I fix the setup.py file those can be removed.
