Filter stale systems #11

This filters out stales systems from the counts when the hcs-collector process runs. It doesn't make any changes to the collect process. Its really important when people are using cloud with BYOS, as short lived systems can really inflate numbers. So this change ignores any system where its stale_timestamp is older than the day the data was collected.

I'm going to close for now. I'm still having a few performance problems. And I'm trying a variety of things .
