Doc deployment into doc #8

just noticed this is now ignoring the one docstring from utilities. Was working a while ago but now needs fixing.

@cosunae this is now ready to be merged into the doc branch and then the doc can be merged into main branch. Did not need to add conda environment, some other change in the config fixed it, when working outside of the conda env. https://c2sm.github.io/iconarray/index.html
