Implement auto-discovery for our packages #199

mostly eccodes and ressources, maybe other Note : this need to be done after the package dependency task is completed for both cosmo and int2m

This is about discovering available version from the source git repo?

In particular, it's not related to spack's mechanism for finding versions of a package that are preinstalled on the system (https://spack.readthedocs.io/en/latest/packaging_guide.html#making-a-package-discoverable-with-spack-external-find)?

yes it is to get the version from git - so that we don't need to explicitly add a new version in the spack-mch package when there is a new tag in the git repo
