Babylon attacked my galley, I won, but it healed way far away from home the next turn.

Boats should only heal in cities. Pending C3C verification.

Verified in C3C. Adding the good first issue tag as this probably is not very difficult. Also adding to Carthage as part of the bug-reducing effort.
