The AI is really innocent about how dangerous the world is out there, and the barbarians are all too happy to pounce on the innocent AI settlers. There's something to said for top-speed settling, but the AI loses way too many settlers currently.
The AI should learn how to escort settlers, and for the time being, should probably always do so. Eventually, we can adjust its risk tolerance towards the middle again (notably not requiring escorts in most cases if the barbarians are sedentary or turned off), but for now it needs to swing away from total innocence.
