Clean up of code surrounding read of veg/ soil parameters see Ticket #102, #2. We should make this a fortran namelist as well but this should also be common code to all modes.

My "today" idea is to create a namelist per PFT, soil type. Being able to map these might be nice as well.

This is done on the UM side (CMIP6). Is in the JULES(MOSRS) repository and I am pretty sure ported to offline as well
