frozen_limit needs to be a parameter #141

The cable_soilsnow parameter frozen_limit is currently hardwired (at 0.85) in the module's source code. To date this parameter has only been used within the soilsnow module - however to assist in moisture conservation frozen_limit is now (Ticket 137, 138) also used (in practice) within cable_canopy (latent_heat_flux subroutine).

For good coding practice and to ensure consistency to future code changes (e.g. parameter sensitivity tests) frozen_limit would better be placed as a cable parameter in cable_parameters.
