Minor updates to POP and POPLUC code #142

Small changes to the following files to improve performance of POPLUC : modified tile fractions in several biomes to improve match with observed forest cover; modified POP parameters to restore agreement with Cannell-Usoltsev forest inventory data-base.

All code changes committed to https://trac.nci.org.au/svn/cable/branches/Users/vxh599 (revisionn 4036) Differences wrt trunk are in attachment. The following files were modified.

core/biogeochem/POP.F90 core/biogeochem/POPLUC.F90 offline/cable_LUC_EXPT.F90 offline/cable_input.F90 offline/cable_parameters.F90
