set minimum wind speed umin #186

In early CMIP6 work, to ~guarantee convergence in cable_canopy umin was set to 1.0.

This value is rather high. Offline previously used umin=0.1.

We have previouslly raised this value (i.e ACCESS1.3) for the same reason as above, HOWEVER testing hasnt been done in current CM2 model to see whether this can be lowered to a more realistc minimum.

This change umin=1.0 has been submitted for consistency with CM2 version HOWEVER requires revision
