Current implementation of prognostic bank (PB%) where "state" of surface on 1st implicit call is saved prior to CABLE updating it, and then restored on 2nd call once updated forcing has been updated - so effectively forcing is acting on the genuine state of the surface at the beginning of the timestep.

This will NOT wash with LFRic. We can possibly allocate PB% at the top-level and pass it down to CABLE, however this might not be necessary and we might be able to do away with PB% altogether.
