Several variables for potential evapotranspiration #280

CABLE has several variables labelled as potential evapotranspiration and it is not clear what the difference is.

Would be useful to add the following information to the code comments (the information comes from Ian):

canopy%epot: the upwards flux density of water (kg/m2/s) associated with potential evapotranspiration, combining contributions from the soil and canopy (weighting by radiation)

canopy%fevw_pot: the upwards flux density of water associated with potential evaporation from the canopy alone

ssnow%potev: the latent heat flux density (W/m2) associated with the potential evaporation from the soil.

A minor further issue is that PotEv is defined as an output variable in cable_output.F90 but does not actually get outputted.
