I have not mapped this back to the trunk AND it is not worth beginning to do so until Ian has completed his modifications

| by srb001@csiro.auPost !#1226@JULES - our intention is upload the radiation/albedo code. So as well as enabling this code within JAC - it is likely that some of the science code needs to be further modified.
CABLE3 verified that the required output is computed and made available. CABLE3 development also (almost entirely) removed any data USEd in the r ad/albedo modules as this is not commensurate with NGMS practices. However, there may be a handful of instances that need to be changed. Additionally we will replace hard-wired PFT/Soil indices used to identify ICE points etc. Finally the code might be slightly reviewed.
This might be done offline to verify it will work in both.
Ian has claimed that significant modification are necessary. The ticket is therefore re-assigned to him for completion.
