Rationalise functions to calculate the saturation water vapour pressure #318

Several functions are currently calculating the Teten formula for saturation water vapour pressure in CABLE.

In particular, in the POP_TRENDY branch, there is a function defined in the cable_cru_TRENDY.F90 file in addition to the ones in the canopy code.

Science questions about precision, what happens in frozen conditions. Probably to deal with during the merge of POP-TRENDY and main.
