Are we using the 3-layer snow model? #342

current MAIN and all instances of ACCESS set the snmin parameter to 1.0 - this parameter controls the amount of snow necessary for the 3-layer model to be initiated. Comments indicate that the literature upon which the 3-layer model is based on had this set at 0.11,

Initial testing by @rml599gh indicates that this does have an impact on snow depth/accumulation particularly during the melt season

We should test this further and (likely) extract snmin to a namelist.
