Merge miscellaneous science modifications made in AM3 development - back into main branch. Discuss with NRI how they want to proceed as regression tests likely to reveal differences in output

create quasi trunk AT branch 414-merge- etc etc, assuming #402 goes in

canopy/ soilsnow/ casa-cnp/

generally will be done separately. BUT 1 soilsnow file trivially altered here
