Deprecate PBR build dependency #227

We should remove PBR from the build dependencies so that we can use versioneer to fix https://github.com/CABLE-LSM/benchcab/issues/129. This change requires using the vanilla setuptools setup.cfg options instead of the additional options provided by PBR.
