The predictions download is not terribly performant (though much better now because of multiprocessing) and is unnecessary to do night after night since they can be extrapolated for decades and only change when NOAA revises its fits. Arguably this variable doesn't even need to be in the repo as /raw and /formatted, but more as processed/derived.

Done. NOAA predictions for existing stations are now in repo through 2040.
