packages needed for autoconf #46

a few packages are needed to run ./autogen.sh. For Ubuntu/Debian, apt-get install autogen autoconf libtool

adding this to README.md / http://bgpstream.caida.org/docs/install/bgpstream can probably help a few people. Thanks.

Running autogen.sh should only be needed if you're cloning from GitHub, so I'm not sure that it makes sense to add these to the install docs on the website, but adding them to the README is definitely a good idea. If you want to submit a PR to update README.md, that would be much appreciated!
